ARGO is a multidisciplinary environmental, social science and engineering consultancy. Established in 1989, we have more than 30 years of experience providing innovative sustainable solutions for clients around the globe, with a particular focus on New Zealand and the Pacific Region.

Luke Gowing
Director

Luke is a Director at ARGO, and an environmental scientist with close to 30 years research and professional experience in environmental and ecological projects in New Zealand, Fiji, throughout the Pacific, and Europe.

Luke has a substantial track record managing and coordinating environmental aspects of development projects, and assessing the effects of developments on receiving environments. This includes carrying out environmental safeguards assessments, preparing Environmental Impact Assessments and Environmental Management Plans, and ongoing compliance monitoring.

Luke has a proven track record working with government officials and civil society organizations, and coordinating impact assessment professionals. He has extensive experience working on large civil projects including maritime and ports facilities, renewable energy, telecommunications, primary industries, and transportation in the Pacific.

Luke has an MSc (Hons) in Environmental Science and Zoology from the University of Auckland, is a Certified Environmental Practitioner (CEnvP) and is registered as an EIA consultant with the Fijian Department of Environment.

Onno Ursem
Director

Onno has more than 29 years’ experience on a wide range of civil projects for local and central government agencies, international funding agencies and the private sector, in a diverse range of locations throughout the Pacific.

Onno has successfully completed a large range of projects in the stormwater, wastewater, infrastructure, roading, aviation, marine, coastal and environmental sectors. These range from very small community lead to very large iconic multidisciplinary/ consortium projects. He has extensive experience and proficiency in all aspects of project implementation, including scoping, project planning and programming, investigations, surveying, consultation, design, drafting, procurement, contract administration, construction supervision, quality control, monitoring, and auditing. He has been involved with several projects which have won prestigious awards for innovative design and implementation.

Onno has developed a robust understanding of international best practice, and the challenges associated with implementing projects in remote locations. Onno has a high level of awareness of overseas cultures, particularly in the Pacific, and has extensive experience with consulting with a diverse range of stakeholders including community leaders, mana whenua, elected representatives, private residents, business groups, minority groups, government agencies, and non-governmental organizations.

Onno was appointed Director of ARGO in April 2018, and provides an infrastructure engineering capability to ARGO’s strong environmental, social and planning expertise.

Daniel Gulliver
Principal Environmental and Social Consultant

Daniel is an experienced environmental professional, with multidisciplinary expertise and international experience. 

He has more than 17 years’ experience undertaking environmental and social assessments for small to large-scale infrastructure and development projects in the energy, transportation, resource extraction, telecommunications, industrial and wastewater sectors. He has successfully completed projects for the private sector, government and international funding agencies in more than 23 countries throughout the Pacific, Asia and Africa.

He prides himself on safeguarding the environment and people from development, while helping clients to solve problems and make informed decisions.

Daniel has experience bringing together, managing and collaborating with diverse multidisciplinary environmental and social teams, and has a broad range of specialist skills that allow him to work across the environmental and social field. 

He has worked throughout Aotearoa New Zealand, while also having developed a robust understanding of international best practice (e.g. IFC, World Bank and Asian Development Bank Safeguards), and the challenges associated with permitting and the successful implementation of projects in developing countries.

Daniel has an MSc (Hons) in Environmental Science from the University of Auckland, is a Certified Environmental Practitioner (CEnvP) and registered as an EIA consultant with the Fijian Department of Environment.

Soul O'Reilly
Resident Project Manager

Soul has recently joined the Argo team as Resident Project Manager for the Kiribati Ferrous Scrap Collection, Processing and Export Project.

Soul is a proud Māori person with a passion for our environment and its people. Originally starting his university studies in civil engineering, he soon developed a passion for natural resource engineering and climate change resilience. 

Soul gained extensive practical and theoretical experience with resource management and resource recovery during his employment at the Anamata – Aotea Recycling and Resource Recovery Centre on Great Barrier Island in New Zealand. These skills have proven to be invaluable when project managing the Ferrous Scrap Collection, Processing and Export Project on South Tarawa in Kiribati. He has demonstrated considerable skills and talent overcoming logistical, environmental and social challenges inherent in implementing complex projects in remote island locations.

Garry Venus
Associate

Garry is Founding Director of ARGO.  With over 40 years’ experience in resource management and environmental permitting/consenting, he has practical experience in a wide range of infrastructure, industrial and manufacturing projects, with particular expertise in stakeholder engagement and the management of procedures relating to regulatory approvals. 

Garry has considerable experience in projects in New Zealand and elsewhere in the Pacific including Papua New Guinea, Solomon Islands, Russia, Chile, Fiji, Tonga, Samoa, Niue, Cook Islands, Tokelau, Marshall Islands and the Federated States of Micronesia, for Government and private sector clients, and international agencies including the UNDP, WMO, World Bank, ADB and the EBRD. 

Garry has extensive NZ experience in environmental and social safeguards and environmental permitting, having managed over 60 major permitting projects over the past two decades, many of which have been significant on a regional and international scale.

Garry has an MSc (Hons) in Ecology from the University of Auckland and a post-graduate diploma in Engineering Science from the University of New South Wales.  He is a full member of the New Zealand Planning Institute.

Lepani Kolinisau
Associate

Lepani is a Fiji based ecologist with more than 40 years’ experience, and was previously Head of the School of Applied Sciences at the Fiji National University (FNU). 

He has undertaken numerous ecological and environmental studies for ARGO Environmental over the last 15 years, including terrestrial and marine ecology surveys, management of ecological survey teams, and analysis and interpretation of data on ecological communities to establish impacts and environmental implications.

Lepani has key skills in the identification of ecologist taxa, environmental baseline surveys; and terrestrial ecological assessments, and has in-depth knowledge of Fiji’s flora and fauna.

Lepani has a PGDipSci from the Auckland Institute of Technology (AIT/AUT) and the Fiji Institute of Technology (FIT/FNU), and BSc in Biology and Chemistry from the University of South Pacific.  He is also registered as an EIA consultant with the Fijian Department of Environment.

Mark Lees
Resident Engineer

Mark has recently joined the Argo team as Resident Engineer for the Kosrae International Airport E-vault Construction Project.

Mark is a Civil Construction Engineer and Project Management Professional with approximately 30 years’ experience on various sized projects throughout the world.

Mark’s special skills are planning, procurement, logistics, negotiation, management systems, commercial procedures, quality control, quality management, health and safety, and environmental management of construction sites. Mark is particularly experienced in solving technically complex problems and working in remote locations.

Mark’s experience is predominantly in roadworks, marine works, airports, shore protection, underground utilities, drainage, reinforced and precast concrete structures, structural steel structures, earthworks, piling, mobilisation, and demobilisation. Mark has worked on many large iconic projects in senior management positions and is proficient in best practice in the construction industry
